How to exchange your South African driving licence for a UK one
The exchange itself is straightforward — South Africa is on the DVLA's designated country list, so no theory test or practical test is required. However, there is now an additional step before posting to the DVLA. Here's exactly what you need to do.
Everything you need to know
South Africa is on the DVLA's list of designated countries. That means your SA licence is directly recognised and can be exchanged for a full UK licence - no theory test, no practical test, no lessons required. The process is postal and handled entirely between you and the DVLA.
The one thing that matters: you need to do this within your first 12 months of becoming a UK resident. After that window closes, you would need to go through the full UK test process. So if you've recently arrived, this is worth sorting sooner rather than later.
Step 1 — Request your RTMC confirmation letter from South Africa
This is the step most people don't know about - and it's the one that takes the longest.
The DVLA now requires an official confirmation letter from the South African Road Traffic Management Corporation (RTMC) before they will process your licence exchange. This is a separate step that happens before you send anything to the DVLA - and it can take several weeks.
You can request this yourself at no cost. The process involves emailing the RTMC with copies of your ID and driving licence and completing their application form. Requirements and contact details can change, so visit this page regularly or check the current DVLA guidance at gov.uk.
Alternatively, if you'd rather hand the admin off entirely, we offer a submission and chasing service.
Do this first. Don't wait until you have everything else ready. Start the RTMC letter now and work on the other steps while you wait for it to arrive.
Step 2 — Get the D1 form
The D1 is the DVLA's standard licence application form. You can pick it up free from any Post Office, or request one by calling the DVLA directly. The form is also available to download from gov.uk, but note that the DVLA requires a specific paper version for exchanges - confirm this before printing.

Step 3 — Gather your documents
You'll need to include the following in your envelope:
- Your completed D1 form
- Your original South African driving licence (they will return it)
- Your passport photo (one photo, standard UK passport size, taken within the last month)
- Payment of £43 (cheque or postal order made payable to DVLA)
- Your RTMC confirmation letter (from Step 1)
One crucial point: the DVLA must receive your original documents. Your SA licence will be held during processing and returned with your UK licence.
Step 4 — Post everything to DVLA Swansea
Send your envelope to:
Use recorded delivery. It costs a few pounds and means you have proof of postage and can track the envelope. Given that your original licence is inside, this is worth doing.
Step 5 — Wait
Standard processing time is 3 to 6 weeks, though it can be faster. You'll receive your new UK licence by post. The DVLA will also return your SA licence - keep it safe.
While your application is being processed, you can continue to drive legally in the UK on your SA licence during your first 12 months of residency. You do not need a provisional licence or any other documentation in the interim.
What category of UK licence will you receive?
The DVLA maps SA licence codes directly to UK categories. In most cases:
- SA Code B (motor vehicle up to 3,500kg) = UK Category B (standard car licence)
- SA Code EB (motor vehicle with trailer) = UK Category B+E
If your SA licence includes motorcycle, HGV, or PDP entitlements, include details of those on the D1 form - they may also transfer, but this is assessed individually by the DVLA.
What about if my SA licence is expired?
If your South African licence expired before you arrived in the UK, the exchange process becomes more complicated and may not be possible in the same straightforward way. In that case, contact the DVLA directly on 0300 790 6801 to understand your options before sending anything.
If your licence is still valid but close to expiry, proceed with the exchange as normal - the DVLA will issue a UK licence based on your original entitlements regardless of remaining validity on the SA licence.
Don't lose the window. Download the checklist and do it this week.
We've put the entire process into a single two-page checklist — everything you need, in the right order, with the postal address and the DVLA contact number included. Print it, tick it off, post the envelope.
